Personally, my guess is that Cheney already has a contingency plan to deal with possible radio-activation of the Saudis. To protect themselves from a possible invasion or internal attach, the Saudis have a plan:

If activated, the bombs would destroy the infrastructure of the world�s largest oil supplier, and leave the country a contaminated nuclear wasteland ensuring that the Kingdom�s oil would be unusable to anyone.

Sounds like an ally, alright.
