Is anyone surprised that our police state has a new, lower standard for taking military (or, you have to assume police) action? Here it is from the Dick’s lips: “‘Suspicion, not evidence, [is] the new threshold for action.” Gee I fee safer already.

Now this is reality - not science fiction, but nonetheless it really was another Dick who came up with this whole concept first.
